Position Summary:

Provides general and varied business and financial operations support to a department or group of professionals under general supervision. Makes general to complex business process decisions requiring a comprehensive knowledge of a wide range of regulations, policies, procedures and business practices.

Position Key Accountabilities:

  1. Provideprimary level fiscal and administrative support to the SPH Director of Finance.

  2. Makescomplex administrative decisions requiring a comprehensive knowledge of a widerange of UTHealth and SPH regulations, policies, and procedures.

  3. Reviewsand approves expenditures for support departments throughout the SPH and tworegional campuses.

  4. Providesapproval of purchase requisitions based on established signature authorityguidelines.

  5. Monitorsfund sources to include grants and contracts, to verify accuracy to budgetaryrestrictions. Takes necessary steps to comply with restrictions.

  6. Generally,serves as an administrative liaison school-wide with others within and outsideassigned areas advising on financial and business practices related toprocurement, travel, and employee reimbursement.

  7. Preparesand manages FMS billing for support departments throughout the SPH

  8. Verifiesaccuracy of Special Allocations payroll funding requests, ensures the necessaryapprovals are secured and the fund balances are adequate

  9. Coordinatespost award activities of Jointly Funded Positions and Interagency Agreements

  10. Providesadministrative support to Dean’s Office

  11. Preparesmonthly reconciliations for Dean’s Office, Associate Dean for Management,Academic Programs, and Regional Campuses

  12. Monitorsexpenditures and open encumbrances, and pre-encumbrances.

  13. Reconcilesspecial allocations for two regional campuses.

  14. Entersand maintains awards in SPH Accounting Services database.

  15. Providesbackup assistance for other administrative employees in Dean’s Office.

  16. Maycreate and edit various online materials for the SPH Intranet

  17. Manageand organize files to ensure record management requirements are met

  18. Regularlyhandles confidential information and sensitive issues

  19. Otherduties as assigned

Certification/Skills:

  • Advanced working knowledge of standard Office Software such as Word, Excel, PowerPoint and Outlook is required.

  • Advanced working knowledge of University financial systems is preferred.

Minimum Education:

  • Bachelor’s degree in business related field required. Equivalent level of education and/or experience may substitute for education requirement.

Minimum Experience:

  • Three (3) years related work experience required.

  • Prior experience in finance, accounting, business administration or business management required.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
